I honestly think the council was just losing steam and speaking much softer. This meeting probably should have started at a more realistic time like at noon or even three or four. It went way too late.
@@Michael-xo3gb A huge number of city councils across the US hold their meetings during business hours. Oklahoma City's council meets every other Tuesday at 8:30am. Dallas meets every other Wednesday at 9:00am. And having the meetings late in the day does not make it easier on the citizens. People work all kinds of hours. Evenings, nights, and swing shifts. In fact, I'd say that having these meetings so late makes it harder for people to attend. If the council wants to discuss something that I feel is important to me, I can't attend if I can't find a babysitter. You might say that I should just bring my kids with me, but last year the council had several meetings that went well after midnight. In fact, there was more than one meeting that went past 3am. Any parent that forces their child to stay up that late for zoning complaints is just a monster. But let's not forget about those without vehicles. The buses simply don't run that late, and neither does para-transit. Having these meetings start at 6:30 does more to restrict the public, than if they started at 3pm.
Its very hard to hear council members discussions towards the end. Mic's need to be turned up or placed closer.

@@Rothesay1982 If you start meetings early then citizens can't attend, defeating the purpose of the meeting being public.
