I think the overpriced car things is to keep the game as a more realistic roleplaying/driving environment, so most people cant just drive a tesla roadster 300mph down the road, or just drive them at all because they are mostly rare cars. Pretty much I think most of the slow money making or expensive things are just so that people aren't driving hypercars in a place where there usually isn't hypercars, again to keep it realistic.
For desync, you're not wrong, however, for glitchy roads, it has to do eith Roblox loading and launching because back in the day, we haven't really dealt with glitchy roads
