To be honest, Evgeni was kinda the rational one in Rayashki. Who in their right mind would rather stay in an isolated arctic mining town, not coal mine at the time mind you, who buried their dead in the same mineshaft? The very fact that he managed to contact someone willing to give everyone jobs or to revitalize Rayashki is a miracle on its own in contrast to Vila and Windsong's attempt to find something worthwhile.
I think Evgeni is the opposite of selfish. He is very selfless as he puts the people way above himself. He doesn’t really want to do it, and he knows he would be hated for it too, but he sees it as the lesser of the bad hands the town had been deal. Evgeni’s main fault (depending on people’s view as well) is that he believes he must be the one to make the hard decision for others, and it could be say that he is too pessimistic to see other alternatives. Then again, the town people are also too idealistic to a fault (which might be why Evgeni becomes the way he is), and even Windsong admits that she can’t guarantee if her alternative solution would even turnout well at all. It is very lucky that it becomes a fruitful choice. Even then, the people aren’t prepared to deal with the situation, and it’s Evgeni who has always been the one preparing for the worst that sacrifices himself to save them all.

@ i didn't say he was a bad brother, i said sometimes he wasn't a **good** one. while he clearly wanted the best for everyone, their father doesn't exactly seem like the greatest person (clearly racist and sexist, which is accurate to the time period but still wrong.) some of his problem solving when it came to klara wasn't ideal. in the end, he was a good person who didn't deserve to be reversed whatsoever. kakania loved him dearly, and for good reason.

Apart from the main popular characters, Kumar still saddens me. I started playing when I saw the beautiful 1.3 Banner and didn't prepare myself for losing smeone that fast in a random Gacha game. Kumar’s death broke my heart Comrade Evegeni’s death deserved a salute, a shame that the other residents of rayashki were not mentioned. Many comrades were lost in the storm
a few people actually did survive the storm. Kakania mentioned it in a dialogue with Lucy EDIT: I mixed up the moments when Lucy tells Kakania about the knot and when Lucy mentions Kakania after the storm. Lucy actually says "I did give the knot to Kakania in violation of the agreement. Ultimately, it helped people survive" to Enigma in the last chapter of the Vereinsomething story. My apologies for the confusion

I'm pretty sure Martha = Bessmert = Urd (is that the other name?) = Vertin's mom and she's immune to the Storm, just hiding her identity and abilities. So I think she's alive.
So, the characters in the tombs at the end are Mr. Karson, Marian, Schneider, The Ring, Isabella, 888, 210, Hofmann, Karl, Ilich, Marta and Elbert, probably because they were the most relevant to the main story... that said, I'd take anyone over Mr. Karl! Please, he doesn't deserve a tomb, I hate him so much! Put Newspaper boy there instead. Or Dora. Literally anyone!
Also, that last scene is so sus for various reasons. First, the special attention to Schneider's "Don't forget me" makes me think she'll come back in the near future. Also why there's suddenly 5 Mr. Karson graves???? One of them replaced Mr. Karl's grave, so I'm not complaining, but it's... interesting XD
If you're talking about the dead researchers that Enigma talked about with Ulrich, Im pretty sure some of them were killed in previous storms, the ones that happened before Vertin became Timekeeper
None of the ones that were present on screen. Adler's former team didn't die recently while the decryption team had a casualty while most of the others mutated.

I thought Illich had lived thanks to Kakania. Along with peoples that Kakania helps to make a knot. Lucy says that Kakania saved some people and that they are treated as Storm refugees in the foundation.

Yeah the latter part of that cutscene only shows Kakania holding the shiny knot with her head down while everyone around her is gone ... Basically indicating that when the storm comes in even those who tried the knot did not survive except kakania.
