@@Higher-lifer The Vice Chancellor or Director of a university or institution is not merely an administrative position because research and teaching are creative fields that cannot be monitored like office jobs. The administrative head of an institution is the Registrar. The aim of a VC should be to improve research and enhance the value of the university. All decisions at a university are taken by the Senate, not by the VC acting as an autocrat. The VC's main goal is to provide overall leadership and support for the academic activities of the university. The dire state of the educational system in India is that VCs are appointed purely based on political preferences, whether they are professors or IAS officers. IAS officers, who are often subservient to politicians, easily secure such positions as they please their political patrons. Similarly, some professors who neglect their research work and focus entirely on politics can become VCs one day. An IAS officer is never qualified to be a VC unless they have 10 years of professorship (not as an assistant professor) and substantial publications and research activities. However, in the current scenario, whether it's an IAS officer or a professor, appointments are made solely on personal grounds. As a student who laments the pathetic state of the Indian education system, this is the main reason. Everything here is political, and people cling to power positions like snails.
