Let's call it a Smart Gun . Add a thumb & finger print identifier in the gun. When in the gun owner hands it unlocks the firearm and starts the camera in the gun. When not in the owner hand it automatically locks up when not in use by owner. This deters reselling of the gun or if stolen it's ability to be reused.

Infact owning a city isnt something a company would ever want to do to begin with, governing is extremely expensive and difficult to monetize. People need to stop predicting "extreme" futures in reality futures are a lot like the present meaning they aren't totally utopian or dystopian
