If it's a play owned station (Astrahus, Fortizar, Keepstar...) you can fly to it at 100km, and it will display the number of docked players in brackets (ie. [2] = 2 players). NPC stations won't display this, and you would have to enter (in you have access) to see the docked players. You can also use the MAP and choose to display "average number of players docked in last 30 mins", this of course is not 100% accurate for the current number, but can help make your decision to hack to move on.
