Isnt it induce politicization of bureaucracy? If laterals are appointed by the govt then they will serve the interest of govt not people. India is a welfare state we need to impart welfare for the peole. I am not denying the need of expertise in civil servants why not subject specialism made mandatory for civil servants. They will choose the field(water,tax) along with their cadre and after joining their whole training will go in consonance with their selected field.
@@mayankverma8984 Actually the lateral entrants will be those people who have not "worked" but more like spent half of their life in researching in that area, more like R&D which unfortunately our country spends nominal amounts from it's GDP. So often times we see that these people are from academia. They are the experts, not people who study the subject for competitive exam purposes. Civil servants can learn about the area they will work later on also, there's no problem in that but they can not be put in positions of these subject experts. The subject experts in turn will work will the civil servants to execute a certain plan

I really appreciate Mr. Prashant Kishore's knowledge and analysis. He pointed out the exact reason why inspite our nation being so rich in human resources is still a poor and mismanaged Country....the IAS Cadre has eaten up the country and in name of development there is just zero progress.

Not just lateral entry at central level, even state governments need to have proper civil service with lateral entry. Even Local governments need to have a proper administrative setup of their own with lateral entry. We have 100,000 Indians with the best skills and knowledge in water, health, architecture, sanitation, urban planning etc. WE NEED THEM ALL in all levels of the system to turn India around.

सौरभ जी सराहनीय वार्ता PK जी सुनी, आज भी मे अगर कृषि की बात करू तो कृषि का अनुसंधान तो एक्सपर्ट कर रहा है लेकिन उसके प्रसार का जिम्मा बहुत ही गलत हाथो से किया जा रहा है, जैसा की प्रशांत जी भी कहे की डा स्वामीनाथन परिणाम हरित क्रांति, वर्गिश कुरियn परिणाम श्वेत क्रांति!!
अधिकतर राज्यो की हालत ऐसी है की कोई कंपनी एक मशीन बनाये उस लांच करे और आउटलेट पर उसका प्रसार करे,लेकिन उपभोक्ता को कहाँ जाय की यह मशीन है इसकी तकनीक बताने की सुविधा हमारे पास नही है???? ऐसा अधिकतर राज्यो हो रहा है की हमतो योजना को लागू करने वाले है इसकी तकनीक बताना उदेश्य नही है या सुविधा सिस्टम मे दम तोड़ गई है!
मै यह दावे से कहता हु की जब कृषि तकनीक प्रसार मे कर्मचारी भर्ती होता है तो उस सने सने अनुभव होता है कुछ साल बाद प्रमोसन के नाम पर उसका इस्थानंतरण दूसरे विभाग मे कर दिया जाता है वह वहाँ की कार्य शैली समझता है तब 2-3 साल खत्म यानी जिस उपभोक्ता के लिए उसका पोस्टिंग हुवा वह इंतजार ही करता रहेगा की यह का कब मुझे समझायेगा????
ऐसा और विभागों मे भी होता होगा, लेकिन कृषि का उपभोक्ता कम पडा लिखा है यहाँ अगर अनुभव को वरीयता नही दी जायेगी तो परिणाम आशाजनक नही आ सकते!!
मैने इसपर एक ppt बनाया हुवा है अगर आप चाहे तो उसे समझकर इस बात को किसान हित मे ले सकते है!!!
बेशक कृषि विभाग या उद्यान विभाग मे प्रोमोसन हो या राजनीतिक इस्थानंतरn हो पर विभाग वही रहे, परंतु अगर आपने विभाग ही बदल दिया तो.....

Instead of lateral entry a particular department should be allotted to civil servants as in which they have to work through out their carrier for eg if any civil servant is in urban development then she should continue to show her expertise in urban development and should not be transferred to fishing department,shipping department etc
This will automatically make them efficient as well as effective because they will be able to earn the expertise
In this way both corruption can be eliminated and expertise be achieved.
