That's not racist to say that, diversity hiring is real and true and if anything people push for that and support it instead of hiring people solely based on skills and qualifications. There is also stuff in America where they put in legislation laws and programs that support defend and push for diversity hiring and if you don't you're bad. So no, he didn't say anything wrong but something that is normal in American society and supported. If anything they would call him racist for not hiring Marco even though he is not qualified.
