@@shaundecamp7738 well in PLA (legends arceus) it is said by arceus that it choses to be with the player (hence why it has no Pokéball) & that it can leave at anytime, cogita says the same thing concerning other legendary & mythical pokemon. that & due to their status they will outlive the trainer that catches them as they are immortal. so its not a 10 year old having god at their finger tips, rather it is the god deciding to humor the 10 year old until it no longer want to entertain the child's notions.

Kyogre and groudon were pokemon not created by arceus they were formed underground from the primal energies which allow them to mega evolve which created thier addiction to these energies as well as thier feud over them which lead to the creation of the hoen region
