The Pacific War was over by August 15th - less than ten days after Hiroshima. The post-war Allied occupation of Japan began almost immediately and lasted for the next six years. Access was not an issue.
That certainly factored into the justification, though the primary (stated) reason was the need to shock Japan into surrendering without the loss of life on both sides that would result from an Allied invasion of the Home Islands.
