PayPay states the following terms and conditions: "Individuals who are 15 years of age or older and reside in Japan ("resident" specified in the Foreign Exchange and Foreign Trade Act and whose sole country of tax residence is Japan)" and "To apply to open an account, customers are required to submit their Residence Card or Special Permanent Resident Certificate as identification." So no Pay Pay to foreigners it seems.
It has been developed in collaboration with Indian Fintech Unicorn Paytm. It works more seamlessly in India because of UPI (Unified Payment Interface). I am Proud of My Country India 🇮🇳.
