I don't think so, for about 46 reasons, including the fact that the boy in the sketch was called Edward, that the sketch was making fun of contemporary comprehensive schools, that Jacob Rees-Mogg was not a schoolboy at the time this was made, that Jacob Rees-Mogg did not go to a comprehensive school, that this was not a sketch about Conservative politicians, that this has nothing to do with Jacob Rees-Mogg, and many, many more!
It was a reflection of TRUE british culture and the underbelly of suburban london and the like, all these things were going on around the writer, seeing the way the education system was failing youth ( hence the murders/cults) and rise of mickeymouse subjects ( come on media ...studies? )
So much so that they never even got round to teaching you how to spell it! (college) That is, unless of course you were referring to a collage of made up subjects. In which case, go right ahead. :-)
