Yes, ChatGPT (at least in its present form) seems to struggle with basic engineering knowledge and reasoning in some circumstances. It remains to be seen how its (future) evolved version can handle technical questions of increasing complexity.
Not at present or anytime soon. Perhaps some of the more well-defined design processes can be automated using AI. However, the full range of human (engineering) understanding and judgment stems from acquired technical knowledge, experience, code of ethics, common sense reasoning and situational awareness. It remains to be seen how computer algorithms can model such mental processes. Given the algorithm that the system employs, it is difficult to see how ChatGPT can compete and outperform an experienced engineer. A good source for understanding how ChatGPT works is a recent book by Stephen Wolfram entitled “What is ChatGPT Doing and Why Does it Work?”
Thanks for the feedback. True, it is doubtful that digital computers can replace human insight, no matter how “capable” they appear. Yet, systems such as ChatGPT might eventually be able to serve a useful purpose in a limited context in certain domains.
It's hard to use Chatgpt to deal with this kind of problems

Is this chatgpt plus(gpt-4) or the free one?
It is the plus version.
Is there any possibility that AI could design a whole structure simply from instructions?
Not at present or anytime soon.

Dr.structure , Nothing can take yor place in my mind

A lot of effort to explain a simple problem in mechanics!
Yes, a significant amount of effort. But the aim is more than the mere explanation of the free-body diagram sign convention.
