You’ve got to remember, that this takes place immediately after recall… So this being made his first combat mission, she hasn’t learned that ability yet. Same with Winston and his bubble. In Recall, he was still testing it, and all it did was explode, so it makes sense that because this takes place immediately afterwards, he wouldn’t have had perfected the bubble shield yet.

She hasn't worked out how to do any moves that gameplay Mei does because as it should have been clear from the opening (and from Tracer's "Watch your back!" line), this is Mei's first mission ever. She has no combat experience as far as we know. Also, it should be pretty clear that unlike in gameplay, lore Mei doesn't have infinite ammo. There's only so much of that freezing liquid in her tank.
