Quasimodo literally swoops down from the "gates of Heaven" (= the cathedral itself), his enemies (= Frollo and the whole garnison of Paris) surround him and through his physical and mental strength brings aid to the people of Paris. The chorus describes what happens on screen just like in classical operas, what a masterpiece!

I imagine, during the battle going on outside of Notre Dame, with Quasi, the gargoyles, Phoebus, Frollo, the villagers, and the gypsies, the choir of Notre Dame is singing this song inside of the church praying to God for safety.
