Yes you could use both actions in simple past but you need to specify their orders .In past perfect there is no need of it bcoz past perfect indicates the earlier past ,so it's kind of obvious.

It’s because of the negative. There is a difference between the thing that changed and the situation before the change. It’s the difference between the action and the nonaction.
“The plane had left by the time I got to the airport.” Why can’t you just say “the plane left by the time I got to the airport”? The person would still understand what you’re talking about. 🤷🏼♀️ I get so confused with this tense.
That way it would mean that at the moment you arrived the plane was taking off. "at the same moment". With the past perfect it means that when you arrived at the airport the plane was already flying. That's the difference. Of course, people will always understand what you mean especially native speakers, but the point is to speak correct English here.
