The trick is not to think of them all as mutually exclusive; form, structure, language, imagery etc. all make up the same poem. If the question is about language, discuss how the language suits the poetic form, how it fits in to the structure. The form of Futility is a variation of a sonnet, does Owen use language appropriate to that form? The poem is structured in to two distinct stanzas, does the language vary as the poem progresses. Language creates imagery and tone so it should be more straightforward for you to make the connections.
