Why do firefighters are the one who mostly deal to 'solve' a technical emergency problem like structure buildings collapse and damaged vehicles that crashed, and chemical leaks, but when it comes to explosive device risk, it has to go with police force?.
The reason for the explosives falling under law enforcement is because explosions are suspected as criminal until it’s proven not to be. All bomb squads are comprised of detectives who are trained in the investigation process and trained by the feds in handling explosives. The fire service handles all other technical aspects as they are an all hazards department that is trained and expected to handle most problems regarding public safety that are not law enforcement with the exception of arson investigations due to the niche nature of that duty. In Los Angeles County depending on geographic jurisdiction arson is handled by either law enforcement and or fire department.
