What is point of order?
Point of order is used to talk about issues in following rules/procedure, and the speaker has to listen substantial part of issue before making the member sit. The speaker can rebuke/disapprove if point of order if it's being used too frequently and bogus. You need to mention the rule being violated which in my understanding isn't related to the issue here. The rule mentioned here is "The Chairman shall preserve order and shall have all powers necessary for
the purpose of enforcing his decisions." which does not apply.
