We are seeing that Meadow is Tony’s guardian angel. It’s been insinuated many times throughout the show. Meadow brought Tony back from the land of the dead. It’s safe to assume that if Tony’s life is in danger Tony won’t die if Meadow is involved or aware of the danger.

There was plenty of internet chatter that the "Russ" who was mentioned as fathering Paulie was Dr. Russ Fagoli, the retired foreign service official who was friends of Carmela's parents in the "Marco Polo" episode.

That first point isn't exactly right - that's Jack Masserone. Dick Barone similarly owns a garbage company though, and Tony goes to his office there during season 2 when his lawyer tells him he needs to spend more time at the businesses he's associated with to look more legitimate - he's mostly a character you hear about through dialogue.
Not an easy connection, but Paulie shaking down the kid for the monthly cost of the retirement place is low key diabolical and perhaps “sweet” lol. Like he will use that to pay for her to stay. And attacking the son after hearing how his mother was begging for Tony not to hurt him is some bully ish. As if his “ma” who raised him didn’t protect him.
My bet it was Meadow. A symbolic poem about the wind. It’s right up her alley. Plus it was windy in Tony’s coma dream when Meadow was calling him back from purgatory. Wind seems to symbolize Meadows presence in spirit. Remember it was very windy the 1st time Tony was almost killed back in Season 1.
