To everyone saying "he was only doing (insert speed here)", the speed limit in Sandy Shores is 35. He was doing 47. That is a valid reason to pull over. That is 12 mph over the limit in a highly populated area. Legally he cannot give him a citation due to him not having a radar on. But he can issue a verbal warning.
