As you can see, it was installed on silicone, but the silicone came off and was leaking. I would strongly recommend use LEXEL or similar product from Home Depot DAP 5 oz. Ultra Clear All Purpose Waterproof Sealant. It's stay forever soft and sticky to the surface.

If the pan floor surface moves/deforming when stay in the shower cabin - better use flexible sealer.

Unfortunately yes, this is standard situation in all shower flanges.
