Attribute table is started with 0,why? Is 0 consider as universe set?

If you are referring to the identifier that the software automatically creates for each row, then I think starting with zero is just a convention that Esri uses - you can read about ObjectIDs here: desktop.arcgis.com/en/arcmap/latest/manage-data/using-sql-with-gdbs/object-id.htm

Building correct topology is hard to completely automate, as it often takes someone who can review changes and decide which one is correct. Parts of the process can be automated with scripts - see this link for more details: desktop.arcgis.com/en/arcmap/latest/manage-data/topologies/validating-a-topology.htm

Topology can only be done with a geodatabase, so that might be it.
