In order to get to "Gera Gera Land," you must complete the "Whistory Lesson" quests and get rank S yo-kai watch. Then, a Leggly will be in front of your dad's car outside your house. To start the quest, talk to Leggly. The rest of it is easy to figure out, just do what the game tells you to do and you'll be fine.
