In general I would say no. However, it really depends on the formality of your speaking test, the topic you are talking about, and what kind of a person you are. The main thing is to use contextually appropriate vocabulary. The way I see it
To my mind
As I know, when we use " I'd say construction, after that it should be used past time. For example, " I would say it was better to live in a large city, than in a small village". Thus, in this sentence action happens in the real time, but because " would " is the part of the conditional construction, we use past time.
Is this right? I was taught by Callan Method, which is created in the UK.
