The Scale Range isn't working properly. Following step by step, and the Scale Range updates are not working as shown in your tutorial. For some reason, the tertiary roads are still appearing at all times, no matter the scale of the map zoomed in / out with mousewheel or by clicking the bookmarks full extent, Glasgow, and River Clyde. What is odd is that, the SECONDARY roads seem to appear/disappear appropriately depending on the scale. I then tried setting the secondary and tertiary roads to the same scale range, both 1:100,000, but only the secondary roads appear/disappear appropriately .

Solution: I had to close the symbology pane, open the symbology pane again, and set the tertiary roads scale again. The scale range for the tertiary roads then began to display appropriately based on zoom scale.
