In Hyrule Circuit, you have to bump the 3 spin boosters to use the shortcut through the Master Sword. A puzzle-solved jingle will play if it was performed successfully. It doesn't have to be just you bumping those spin boosters. It can be any of the racers, so it can be 3 racers bumping each of the boosters, or 1 racer bumping 2 while another one hits one that hasn't been bumped.
As for the item question, no. You cannot grab/switch back the item if you let go of the button for holding it.
