The was actually done during WWII when people were rationing food! Again, it still does have less cocoa than your average chocolate cake as chocolate was an expensive commodity. All that being said, I would just rather have chocolate over red velvet cake if it isn't correctly made. The amount of red food dye that is added to red velvet batter is ridiculous.
