Okay so here is the thing, one USB is for data/charging, while the second one (behind tape) is for firmware update. This early prototype controllers could only be used with early dev kits and with specific firmware revision, for example if dev kit has firmware rev. 2 the controller also needs to have firmware rev. 2. Otherwise this will not work.
It use motion sensor aka sixaxis. Since i own ps3 i only use it in uncharted games, gta5 and shaking the girls personalities in doa and ninja gaiden...
That works for both Sixaxis and Dualshock3 controllers. I have personally conducted said test on various PS3s, from as old as CECHC03 to as new as CECH-2504B slim.
they probably prototyped the DS3 out of the DS2. You can clearly tell that's a DS2 with a wireless controller, charging board and battery glued on top of it
It's usually significantly cheaper to base a prototype off of something that's already being mass manufactured than using a custom ordered design that can't benefit from economies of scale at all

Some old portable HDDs and DVD drives came with a USB cable with two USB A ends to add a bit more voltage and get recognized, perhaps that's why this controller has two ports, it works with a little bit of more voltage that a regular controller
The design kinda looks like one of those modified PS2 controllers some people do, I even remember there was some guy buy a prototype Xbox controller, he tried testing it on the consoles and nothing happened, he even tried it on PC and it was detected but has the same issue as the PS3 prototype controller
Perhaps because there are two ports it needs two plugs to be connected - don't try it thought - as it could fry the thing! (My thinking is this: maybe (like with some other devices) one USB alone isn't powerful enough for it, so it needs to have two connected instead?). Just a thought!
I'm sure I saw a knock off controller shaped like that a couple years back. Looked kinda janky, went for another knock off that was more conventional looking

DS2 are super durable unlike all stuff that came out after.I still have mine for 22 years,and works fine even trough 2002-2009 i played a lot,almost day and night.
PS2 controllers were made by three different manufacturers, Alpine, Hori and Matsumi The Alpine and Matsumi are built like tanks, but the Hori ones suffer from defective circuit ribbons, which is why the buttons go dead. If you look on the back of yours I can pretty much guarantee you will see ‘A’ stamped on the back to the right of the product information.
I miss when L2/R2 were buttons for instantaneous action. I hate that they're transformed into triggers! Especially when some games force me to use R2 to shoot instead of R1 like previous PlayStations.

Back in the early 2000s Xbox was giving away original Xbox for the launch of Xbox Live and it came with a special edition controller it came in a translucent orange color an instead of saying Xbox in front of the jewel it said Xbox Live and yes the console was translucent orange to and those Xbox we're only gave away to the people that worked on Xbox Live those Xbox consoles are really rare
So I’ve been using computers for a long time and I’ve come across a controller several years ago like this with 2 ports on it, this was sold as a pc controller but I discovers that the second port was to attach a second controller no idea why because when a second controller was plugged in it just took over from the controller it was plugged into, I’m not saying this is the same deal but it’s a bit of a coincidence that may need exploring more
Maybe That micro USB port that was covered up was for charging and then the normal one that you were connecting too lets it connect to the PS3. That would be my guess. But most likely you won't see this comment You'll never try it.
You got duped buddy! The batterie is dead, thats why the ps3 refuses to recognize the controller. Its the same with standart ps3 controllers. You need a working battery and check if the firmware was wiped.

might be that you need a driver for it on pc, I remember that normal ps3 controllers need you to download some funky driver.
