Arkane Austin didn't want to make Redfall, that was mandated for them to do. It's well known that the team didn't want to do it nor did they enjoy making it. It was Xbox trying to cash in on trends and it didn't work. Austin was actually trying to pitch a new single player game similar to Dishonored or Prey and THAT'S when they were shut down.

Tbf most of the staff at Tango had already left for different projects. Their current development team is essentially a skeleton crew that lacks almost everyone who was actually involved in the process of making games like Evil Within 2 and Hi-Fi Rush. Remember Shinji left the studio with much of the veteran talent when he made a new company. Not saying its still the right thing to do but this isn't really the Tango that just made Hi-Fi Rush and it seems that thats the only real reason why people are actually angry about this and not just bc a lot of people lost their jobs.

Ghostwire was originally TEW3 until it was repurposed(but Tango never said TEW3 was cancelled). Hi-Fi Rush not only had an Easter Egg/Cameo/Reference of Sebastian and Joesph, but it also has the Mirror(it even glows, cracks, and plays the music), and a line of text on a screen that says "Sequel to popular survival horror game franchise announced". There's also the Revival of the Survival Horror Genre. With Silent Hill coming back, and Resident Evil regaining it's popularity, I'm sure Tango were still interested in making the game since they'd have a better chance than ever before for it to take off(especially after they made a hit with Hi-Fi Rush, so they had more eyes on them now). Even Phil mentioned TEW3, so Xbox knew that there was an audience that would definitely pick the game up.
