Agree totally declining and not making useful things just monuments that have no function. You watch it will go from a nice system which was special to downtown Winnipeg and turned into a basic intersection with longer lights then now, and some wasteful artists instillation that will become run down in twelve years.
Dundas square Toronto. All traffic stops. Pedestrian can cross all corners like a square or a cross like an x. Dundas Square is super busy with pedestrians and cars. I've seen it work well. Small city can do it too.

If the concourse is connected to the buildings in the area, it should be funded by the building property managers. That's pretty much how it works in Toronto, with the exception of most subway concourses.
That was the original deal but Bowman eliminated the responsibility of the shareholders which was his real reason for wanting to open the intersection.
To have to go down under to cross is disgusting. The piss soaked stairs are a joke. To cross in 60 seconds, compared to 10 minutes walking around that mess underground.Have a vision. Elected officials are there to make decisions for they city. Bowman was a cop out ,holding a plebiscite.
Shibuya Crossing in Tokyo is a perfect example of how this works .
The underground is not worth repairing so move on .

There are about 100 intersections in downtown Winnipeg 99 of them have pedestrian access it's not an issue to normal people.
