Wendigo's are attracted to negativity, which is how I always saw it. Discord's chaos is just chaotic and scary, but not the kind of conflict that drives ponies apart or starts war.
Not sure which part of the video you're addressing but I'll try and respond to the comment itself. I think this is a good assessment, but one must also take into consideration the definition of conflict. Discord didn't sow conflict between ponies, but his magic always creates conflict. Celestia and Luna were forced into a conflict with him to stop his rule. (Which also could be considered war in a way.) The Elements also were forced into conflict (Both with Discord and amongst one another) because of Discord's magic.
@MLPDymos engagement go brr. I addressed the why don't the Wendigos show up when Discord is around. In my opinion, Discord caused ponies to ultimately band together and brings them closer. (Overall, he does drive them apart, but by the end, the ponies are closer than before Discord was involved.)

Discord was overall a fun villain that wasn’t really trying to take over equestria for power but for fun
