That's an overcomplicated way to explain a basic device feature. Most Android TVs don't need anything beyond enabling "unknowned sources" in order to install any desired app.
Depends on the device , shield you also need to turn off play protect on google app
I’m not a fan of beetv anymore. It’s swarming with ads bad (anytime you push back) and also you can’t ex out of them. Have to go back home. It’s basically spam now.

Rooting isn't just side loading as side loading is only to load apps on to the TV or other android devices and rooting allows you to take control of the full system changing any file you want

Looks like you had Google TV setting up Downloader. Is there a way to hook up a flash drive to the Google TV to offload apps??? I also have the Onn box as well. I search to see if you have done videos on off loading to a flash drive...😉😉😉

So I was having that issue also specifically I use bee tv it ask which player you want to use and you select it and it wouldn’t load. To fix that you’ll have to go back and install the player it’s asking you to select then it should play right.
