4g is a close range bandwidth and won't have any use if there is no signal tower nearby, which you will need alot of around a city to support 4g signal properly
It could be a really good intel gatherer about someone you could find out where they live and work and get them fired. Obviously its illegal in that use but you know what they say its only illegal if you get caught

@Bob sim card is the best way to go.. so you can get live location. Just find a cheap phone plan
