This paper seems to place a substantial amount of blame into the immigration policies of the empire rather than, say, the uncontrollable extension of it (much more likely to be the cause of the fall). Also, modern problems aren't as the ones the romans faced. They didn't have industry. They were advocated to expanding the empire through war. They didn't care for a stable system, they cared for perpetual expansion. In this last sense they were closer to fascist germany than any actual democratic country. Careful with these ideas!
