If I don't want to use bias for the hand , how do I turn it

But u use gathers to cut ball gown..
That means ball gown can be achieved with flare or gathers

You can use flare, gathers or pleats to make a ball gown. You can even use a combination of flare & pleats or flare & gathers to make a ball gown. Just be creative.
