That's just forming because of dryness, her scalp probably dries fast. So she needs to do some oil massage on the scalp 1-2 times a week would help. Just a little oil on the tip of the fingers, avocado oil is good.
But oil alone doesn’t moisturize. It actually is counterproductive for dandruff. You have to use an anti fungal in conjunction with washing and moisturizing your scalp to reduce dandruff. Oil helps locks in moisture and a good humectant, which draws moisture from the air and deep layers of skin when combined with the right ingredients will help as well. Everything is about a balance and it’s individualized to each person what works best, via trial and error or seeing a dermatologist for an analysis of your skin issues.
Oil without humidity first is actually worse, as the oil will lock OUT the moisture. Honey, Aloe, and some tea tree oil drops make a good mask that you would probably want to start with, followed by coconut / jojoba oil after, while hair and scalp are still wet.
I have psoriasis and dermatitis and it looks like this, my skin feels tender under and sometimes pinky red from these pieces coming up. As another person mentioned it has to be treated with anti fungal shampoo and medicine

It looks like the glue used when having electrodes attached to your head during an EEG. A person with psoriasis as a raw, weepy scalp under the scaly plaques. This person has a very healthy scalp. I think something like an adhesive is applied to her scalp to make these videos.
