You can use an analog multimeter in the resistance (ohms) mode to test a capacitor. A good capacitor shows the initial resistance at zero ohms, increasing as the capacitor charges. A shorted capacitor shows zero ohms and never charges. An open capacitor shows infinite resistance and never changes.
