you should turn on advanced tooltip info and advance tooltip compare. These settings lets you view the rolls on your weapons. For instance on the Penitent Greaves you can get up to 10% more damage to chilled enemies where your 7% is actually the lowest roll it can be (that roll can be 7%- 10%), still good regardless but it helps you find good aspect rolls on your legendaries!
Hey, uniques don't start dropping until at least Tier 3 Nightmare Difficulty. If you are in Tier 3 I'd focus on doing dungeons as you often get Legendary loot from Elites and at the end of dungeons as well. Instead of getting a Legendary there is a chance that it rolls as a unique instead. I didn't find my first until maybe mid sixties?
