- Lebanon’s State media reported that an Israeli strike hit Ras El-Nabaa, a neighbourhood in central Beirut, Lebanon, on Thursday, marking the third such attack on the capital since Israel intensified its air campaign last month. While Israel has frequently targeted the southern suburbs of Dahiyeh, a Hezbollah stronghold, strikes in the city's central areas have been rare.

Hezbollah is not immune to international law, they are considered a terrorist group by many countries, actively sanctioned and banned.
Israel on the other hand, appears to have completely immunity against international law. Without the punishment of being considered terrorist group and sanctioned. Instead, they receive funding, cutting edge military equipment and political cover.
Usually countries that are considered legitimate and receive such advantages, are bound to higher standards and more restricted in how they operate in civilian areas.

Lebanon had a huge destructive civil war decades ago, Israel invaded which caused the creation of Hezbollah. It ended like today to end the civil war. Lebanese authorities have little power to change it and the Lebanese people don't want another civil war to destroy their country again.
