If the 1st floor has filled with shops, I don't think it's fair to call it a 'Ghost Mall'. China's urbanization is just over 60%, below 70%. For developed countries the urbanization rate is usually 85% or more. So I believe one day someone will revive this mall when nearby area gets more development due to more residents moving into this region.

Since those low value added manufacturing are moving from China to human cost cheaper Southeast Asia. The population of Dongguan is shrinking. How could you expect to run a huge shopping mall successfully if the city's population is shrinking?
