I always did believe Fairy Godmother did curse Fiona.

Fiona told Donkey that when she was a little girl, a witch cast a spell on her, and that witch was Fairy Godmother who cursed her.
I say Queen Lilian made the right choice by not trusting Fairy Godmother since it's most likely that she cursed her daughter.
I always wondered this as a kid. Who and where is this witch that cursed Fiona. It wasn’t until when I got older that I started to think and suddenly thought that the fairy godmother was likely the one because look at all the benefits she would get if her son would marry into Fiona’s family.
Fairy Godmother likely already controlled the population of Far Far Away in a certain way, and now it would be absolute.

I was thinking the same thing! It was all a set up just so Prince Charming can be with Fiona and be King. It all got spoiled thanks to Farquaad who changed Shrek’s destiny forever.
Honestly it makes sense for her to do that. Having her stay in the tower until she was a certain age until Prince Charming made his way there. He probably had a secret route to follow to avoid the dragon and save Fiona.
Fiona didn’t remember the face of the witch but it’s likely that Fairy godmother cursed her so that Prince Charming is the one who can have her.

I kind of think that Fiona being a ogre is the result of her being a child of a human and a frog. But because king Harold didn't want anyone (especially his wife and daughter) to know he was a frog and it'd be weird for the child to be born/turn into an ogre he had Fairy Godmother use some kind of spell/mixture to "curse" his daughter as a cover-up. And to possibly make it so Fiona wouldn't be an ogre 24/7.
Tl;dr It was either a cover-up or "curse" was actually beneficial. Most likely, both of them.
