She is flying pretty much all the time and for the others friction with the floor is keeping them on obviously, but Gallica is flying *above* the runner's dock. Like I get how she would stay on the runner when indoors but she's seen on the outside of the runner whilst flying and keeping up perfectly fine. I'm looking too deep into this, but I just find it neat.
I think its handwaved away by "magic". If I recall theres a Memorandum entry that explains her wings are more for show and that she flies using magic so I wouldnt be surprised if its just something she can get adjusted to.
