Not anarchy, they live by simple, yet strictly enforced rules. Follow the rules. If they attack, you are in their territory. Leave it by swimming horizontally away, they have a conical shaped defense zone so swimming up usually just places you further inside it.
I love Triggerfish. They are territorial so I would say most of the time they are defensive. If you swim above them, they might attack you as you step in their territory. Just get out of there, then usually it is not a problem. However, during their breeding season, they can be very aggressive. Anyway I occasionally swim near them, they just didn't give a shit about me. lol, they are like Canadian Goose in the ocean.
Titan Triggerfish are nasty. They're STRONGLY territorial, and they have mouthparts that can crush a small clam like a meringue. Which, surprise, surprise, forms a fair part of the diet of these fish, along with crabs and lobsters, which are also dismantled with ease by those car crusher jaws. A large Titan Triggerfish in a bad mood is not only capable of leaving nasty wounds upon a diver, but amputating hands. However, the fish's territory is shaped like an inverted cone, so the best way of avoiding trouble is to stay close to the sea floor and swim horizontally away from the trigger. Make the mistake of swimming up into that inverted cone boundary, and it treats you as an intruder to be dispatched with much menace and violence.
+twas brillig I came up on the deck of a wreck and encountered a nesting Titan that chased me for quite a while because I was going up and away from it - I did not have a reference point. The same fish on a different dive, stopped chasing me as soon as I went below deck. The fish seems to make circular attacks and I wonder if it could be chasing me away and then making sure there were no threats to it's nest.
After a titan bit my fins I got told this as well. Dive deeper and get away. Later they explained me the V-shaped terretory, since then I know. And I hate them 😝
Clown trigger fish are beautiful, but the Titan trigger fish just strikes fear into most divers. On a recent dive holiday to Komodo we saw heaps but thankfully, none of them were nesting so you could swim right up to them:-)

This boy is aggressive, always doing that quick swim towards you-fake out technique. With the little dorsal fin up, he looks like he thinks he’s a shark!

I love this video, haha! Great choice in music, too...one of my old faves growing up. Here, they (grey triggers) are just annoying & will bother you while fishing/spearing. I've not been bitten (yet, knock on wood!), but they aren't shy at all & will swim right up to my face & try to steal our kills. They're pesky & very intelligent. That one whitish type does look like it wants to kiss you, but I know what kind of teeth triggers have--no thanks LOL!
Some triggers get a bad wrap from this, not all of them are actually aggressive like this for example blue throat triggerfish, or cross hatch triggers, the ones that normally ‘attack’ divers are Queen triggers

I was just in Bali at Christmas time and my brother-in-law was bitten in the foot by a triggerfish (guess he got too close to it's reef or home) believe you me after that I kept my eyes open for them and my distance when I saw them- I mean why invite trouble right ? And who really wants an open wound while in Indonesisia, right ? They swim around like bullies looking for a fight ! At first I thought the divers in this video were , uncharacteristically - and stupidly - aggravating the triggerfish. But once I saw it all I realize they were just swimming for their lives - but backwards because they knew better then to turn their back on a bully LOL !! What does amuse me though is that us divers, for the most part, take this type of thing in stride. After all, divers are invincible and we fear nothing ! LOL Marjie
