I would agree in general but the video stated most Ukrainians had been captured early in the offensive while the Russians were only captured last month. Not a lot of time for the level if care to make a huge difference to appearance, assuming outright torture is not being applied.
If the Russian prisoners were ones that had just been captured in the Kursk region, it seems like Ukraine got the better of that deal in terms of regaining better trained soldiers.
In theory yes, in practice no. The Ukrainian POWs in russian captivity don't have oversight from international orgs like red cross, and are subjected to very harsh treatment, including starvation. So most of these soldiers will have months if not years of rehabilitation, and there were some cases where they passed away from ailments acquired during their incarceration inside russia.

Counteroffensive in Kursk barely is a focus for Russia, because they know if the Donbass situation gets worse for Ukraine, they will retreat without a proper fight in Kursk 😅
