TN executing phase 2 as fully a state sponsored project. Feasibility report is not in favorable for funding. Hence the deadlock.
Recently Niti Ayog 2,700 cr allocated for buying trains i think for phase 1.

Also, the construction is funded by loan from JICA. TN govt puts 20% max. Once the project completes, JiCA loan is paid through ticket sales

Developmen loans , they will be repaid after 5 to 10 years of the train starting with 0.01 interest. So will not be a problem. Between due to less funds few stations had to be made less size. Another reason why the cost was so high was ,most metros do the work in 20 or 25 km each time. But CMRL decided that it will take too much time doing that and proposed a direct 116km phase 2. If we proposed small segements it will take many decades to complete. So this plan .
