It would be normal, if not compulsory for them to learn English, among many other languages. Also the former Dutch Queen Beatrix is a direct descendant of Catherine the Great. However since one of Queen Victoria's daughters also wed into the Romanov royal family, they are linked to the British crown also, albeit by a different lineage.
