P3ST with tuning step

Still working on the firmware. I've recently added a cursor underline to show which digit will change when you tune. Another change is when you move the BFO I move the VFO the same amount in the other direction. This makes it easier to set. There is a lot of noise on 20m here today but plenty of stations.
