All fast startup does is save some core parts of the operating system to the computer's drive so that when the computer is started back up again, it doesn't have to spend time reinitialising everything. But once everyting is saved, the computer turns itself off completely and stops computing. Unless you're having problems with it, SHIFT CLICKING THE SHUT DOWN BUTTON OR DISABLING THIS FEATURE WILL ONLY CAUSE YOUR COMPUTER TO TAKE LONGER TO START UP. If you are having problems, clicking the "restart" button automatically shuts down and then starts up your computer _without_ saving any core parts of the operating system to the drive, meaning it has to reinitialise everything again which may fix an issue that simply shutting down and starting up the computer using fast startup might not fix.
Not sure why a person's cpu up time wouldn't match their actual up time. I have fast startup enabled, I shut down my computer every day and my cpu up time matches the elapsed time since I pressed the power button to turn it back on. That's in perfect keeping with Azmythometre's post.
If you don't want shutdown on Windows RE, you must be turn off fast startup Open Control Panel, go to Hardware and sound, then go to Power Options Section will be show "Choose what the power buttons do" from left menu Press "Change settings that are currently unavailable" uncheck "Turn on Fast Startup (recommended)"
