Can you go from having 360 waves to 540 instantly or should you shave your head first in order to start from scratch?

It takes longer if you don’t shave your head but it’s possible

It depends if you know what you are doing. If you already have 360s and want to shift to 540s get a 1.5, there you can still have your waves and increase your shifting skill. You can also do a wash and style method as shown in the video to switch, but to me that is harder for beginners since you trained your hair for only 360s. A waver like me I would whether get a 1 and retrain my hair all over again.
P.s one thing about the wash and style method is if you're not careful you can have lots of over curls and fork during the time you want to shift.
